Tshwane has made the most progress of all the metropolitan councils in improving its financial sustainability over the past fiscal year. This is according to Leon Claassen, an analyst at Ratings Afrika, who, last week, announced its index of municipalities’ financial sustainability for the 2023 fiscal year.
