Minister of Mineral Resources and Energy Gwede Mantashe says that the partnership between PetroSA and Russia's state-owned Gazprombank to restart its mothballed gas-to-liquid fuel refinery is a preferable model for raising capital for SA's stressed state-owned companies because it will not entail the sale of state assets.
Mantashe would not be drawn on the size of the commitment as a "budget guideline" from Gazprombank was due next month.
Gazprombank's investment would be repaid through returns, he said.
