Sacci wants budget clarity on investment, NHI

Johannesburg - The SA Chamber of Commerce and Industry (Sacci) on Tuesday said it hoped the budget would shed light on progress made in infrastructure investment programmes and funding for the national health insurance (NHI) scheme.

"Sacci will be seeking clarity on... progress on funding of the various infrastructure investment programmes and the specific borrowing strategy to avoid crowding out of the private sector," said Sacci president Vusi Khumalo.

Finance Minister Nhlanhla Nene will present his main 2015/16 budget in Parliament on Wednesday.

Khumalo hoped the minister would give feedback on the process of finding a suitable funding model for the NHI.

The chamber also wanted clarity on progress made in the "back to basics" programme, which aimed to improve efficiency and service delivery at municipal level, and tangible measures to cut regulatory bottlenecks and red tape for businesses and small and medium enterprises.

It was looking for reassurance to foreign and domestic investors on economic stability, specifically relating to concerns about nationalisation and plans to reduce the fiscal deficit.

"Sacci hopes that the budget statement will reflect a business-friendly fiscal policy that reduces the many hindrances to achieving economic growth and job creation by the private sector in South Africa," Khumalo said.
