But hours before he died by suicide, SA's financial watchdog published a telling comment by Jooste.
In a 27-page document published by the Financial Sector Conduct Authority (FSCA) following the announcement of the R475 million levied on Wednesday, one line was included from a written response by Jooste to the FSCA investigation. It reflected his frustration with what he clearly perceived as victimisation.
