ANC manifesto looks to prescribed assets, wealth fund once again

The ANC revived several of its old economic policy ideas in its election manifesto, which was released on Saturday and promised to implement prescribed assets for pension funds, establish a sovereign wealth fund, and "run an expansionary fiscal policy" to support growth. 

These are ideas that circulate perennially in the ANC. Ironically, even though they are continually endorsed, in reality, the ANC fails to implement them and has made policy decisions to the opposite effect in the past five years.
