There was a time when President Cyril Ramaphosa could be forgiven for not showing decisiveness. Many excuses could be advanced for his dithering in situations that called for firmness.
Among the excuses was that he had won the 2017 ANC presidential race by a slim margin. This meant that he could not claim full control of the party. His opposing faction, so the argument went, was nearly as big as the faction that supported him.
